Westchester County CoC (NY-604) Project Rank & Review Process approved by WCoC Board April 17, 2024
HUD has given local CoC's the opportunity to locally review, assess, score, then and rank renewal CoC projects for performance and compliance with the CoC Interim Rule at 24 CFR 578.
During a Board meeting held on April 17, 2024, the Westchester CoC Board approved a Ranking and Review Process with objective performance measure criteria by which to review, score, and rank renewal projects.

The Westchester County CoC is soliciting Requests for Information (RFIs) from eligible partner agencies to be included as subrecipient providers in the application to HUD for
· CoC Bonus (CoCB) projects, which may be awarded by HUD through the FY2024 Continuum of Care (CoC) Program competition. Proposals due September 4.
· Domestic Violence Bonus (DVB) projects, which may be awarded by HUD through the FY2024 Continuum of Care (CoC) Program competition. Proposals due September 4.
· CoC Renewal Projects which will be reviewed and ranked for possible inclusion in the FY2024 and FY2025 CoC Program competitions for renewal funding. Renewal Notifications due August 14 from current FY2023 CoC grant recipients only.
Use the forms available ABOVE to apply for each funding opportunity by the deadlines.
Before you apply, read the instructions carefully in both the local RFI documents and the FY2024 HUD Continuum of Care NOFO.

A 2024 RFI Proposers conference will be held at 3:00 pm on Tuesday August 20th.
This meeting will discuss all aspects of this RFI, especially considerations for designing projects with partners in order to access the HUD bonus category points.

Local Westchester CoC FY2024 Competition Project Application Deadlines
The FY2024 and FY2025 NOFO for the Continuum of Care Program Competition was released on 07/31/24. Per NOFO sections IV.G and V.B.2.g. the Westchester CoC must design, operate, and follow a collaborative process for the development of the application in response to the NOFO. As part of this process, we must establish internal competition deadlines as outlined below:
(1) Renewal Notices. In order to be eligible for FY2024 and FY2025 CoC Renewal review, ranking, and funding this form must be submitted for each CoC project renewing in 2025 by emailed by 2 PM on Wednesday, August 14, 2024
(2) Project Applicants. All project applications are required to be submitted to the Westchester CoC through e-snaps no later than 7:59:59 p.m on September 30, 2024 (no later than 30 days before the application deadline to HUD).
(3) CoC Notification to Project Applicants. The Westchester CoC will notify, in writing outside of e-snaps, all project applicants who submitted their project applications to the CoC whether their project application(s) will be accepted and ranked on the CoC Priority Listing, rejected, or reduced by the CoC no later than 7:59:59 p.m on October 15, 2023 (no later than 15 days before the application deadline to HUD).
Where a project application is being rejected or reduced, the Westchester CoC will notify the project applicant, in writing outside of e-snaps, with an explanation for the decision to reject or reduce the project application.

Westchester CoC Boad ranks renewal CoC projects
On August 21, 2024 the Westchester CoC Board approved the results of the CoC renewal project ranking process. The ranking results are available for download by clicking on the image below. 15 out of 16 renewal projects were Accepted for renewal; the lowest ranked PSH project was Rejected and funding for FY2024 was reallocated into an Expansion of the high performing Shallow Rent PSH project.
4 new PSH projects have been approved and ranked by the CoC Board (in addition to the CoC Planning project which is not ranked):
Homestead Expansion (CoC Bonus), Shallow Rent Expansion (Reallocation), Hombase (CoC Bonus), and DCMHCaresPlus (CoC Bonus).

The Westchester CoC received two responses to the local RFI released August 8 and due September 4 for FY2024 CoC Bonus funding.
Westchester CoC Board Scoring results for the CoC Bonus RFI (out of possible 20):

Note that for the CoC Bonus there is enough potential HUD funding to include both FSSY and HDSW proposals in the FY2024 application.
Per CoC Board instructions both CoC Bonus projects will be ranked in Tier 2, below all 17 renewal projects;
the FSSY project will be ranked #18 and the HDSW project will be ranked #19 (out of 19) total ranked projects.
